Yes, civilian employees working on a Military Base for the US Government have rights when they become injured or killed.  Specifically, 42 U.S. Code 11 supports GS employee, contractors, foreign allies, non nationals, and many more classifications of employees serving a military installation.

On the other hand, the above set of rules can become confusing when trying to determine the application of another disability rule called the Longshore and Harbor Workers’ Compensation Act.
